Does it need to be?
It doesn't. Adding hash of pnpm-lock.yaml is only beneficial when you undo a change to the list of dependencies. For example, one day you decide to remove react, and as a result, the cache size sinks by half (because this action has a post step that prune dependencies), but then you change your mind, adding react back, without the hash of pnpm-lock.yaml, your CI must fetch and install react and its dependencies again.

Thanks for the answer, wanted to be sure! Looks like it's also a default behavior when using setup node action with cache set to pnpm.
