• how i can identify wich one i need in a given repo
• the gcc32 and gcc64 are always needed ?

That's a bit of a trial and error game from my experience.
First I look over the repository of the regarding developer and sometimes you are in luck and see what toolchain he/she used to build the kernel.Some kernel developer use bash scripts to build their kernel, as you know, from which you can take the according toolchain.

If neither is possible I usually try to build with the 'standard' toolchains from google first.

• the gcc32 and gcc64 are always needed ?

For the Oneplus 6 and 6T kernel are they apparently needed in a couple of kernel sources.
