Thank you for raising this issue, and I'm sorry that you are having trouble.
Just to confirm, was the area in the docs that needs work this one? Step 7: Create Storage Buckets
I'll ask an engineer to help me clarify the information in the doc about GCP bucket names.
I hope that you get Ops Manager working.

Hi @karan-kapoor90, I'm from the Ops Manager team. Could you expand on your statement "OpsMan isn't working even though the VM is up"? We do not believe that these buckets are required for the Ops Manager application; they are instead set-up steps for when you will later configure PAS through Ops Manager.

Are you unable to access the Ops Manager UI / API? Are you unable to do a successful Apply Changes?

Just to let you know that you did the right thing, creating buckets with unique names. You specify those names later. (https://docs.pivotal.io/platform/application-service/2-8/operating/pas-file-storage.html#gcp-manual)
