You create a dtls.SessionStore, which has a Set method. Put your session store in the dtls.Config that you can pass to dtls.Dial.
Note that SessionStore is an interface, we don't provide an implementation for it. You'd need to write your own, backed by disk, memory or something else based on your usecase.
