The root cause is that we try to tombstone (changing the metadata file) one storage, even tough its metadata has already removed.
I think we should keep an assumption: if one table is in TMTStorages, it must have its metadata on the disk.
Once its metadata removed from disk, we should ensure that it is removed from TMTStorages no matter what happens.

I have disabled those fail points after their tests to avoid the trouble.
