Seems delete a database, the tiflash file not delete, and inode usage is very high

After this PR: #668, if TiFlash's read / write load is low, a lot of opened file descriptors should be closed.
Furthermore reduce on file is in progress.

Almost 100 million inodes were occupied.

TiFlash follows the same GC as in TiDB, i.e. files of a drop table will not be deleted immediately, but will be reclaimed after a GC cycle.
@5kbpers Did the inodes go down after a while?
