What you see in keras_ssd300.py is the original SSD300 configuration. You can download the original Caffe model on Wei Liu's GitHub and check out the .prototxt files that contain the model definition to convince yourself.
There is one difference: The original model uses Glorot (aka Xavier) initialization and I use He initialization because it is evidently the better initializer for ReLUs. You could remove all the kernel_initializer arguments from the conv layers to make Keras default to Xavier initialization if you wish, but apart from that this is the original model.
