Could you explain why exactly you want this to be possible? On my blog I explained
that only root can chown files to his liking.
So if you want a specific application to run as Apache's user (== RailsUserSwitching
off for a specific virtual host), then that's already possible by chowning
environment.rb. Nobody but root can chown that file to anything else.
Ditto for RailsDefaultUser.
