+1 for using .htaccess mod_rails inscruction.
So that users can choose between php and rails without need of server config

mod_rails won't be taken into use in the current state without the possibility to
rely completely on .htaccess configuration per application (and per hosted user).

Another vote for this (as though this is some kind of democracy :p )
With this as an option it would be possible for rails applications to be deployed
through directories accessible through mod_userdir.

Both RailsBaseURI and RailsEnv can now be configured via .htaccess.
