429 Too Many Requests (RFC 6585)
The user has sent too many requests in a given amount of time. Intended for use with rate-limiting schemes.
The only module that runs like clockwork every 15 minutes is OAuth auto-refresh
Based on that timing, the 429 response code, and the fact that you have shown you are running multiple bots, it looks like you have just too many bots for the rate-limit provided by Twitch.
I would suggest splitting the bots up between multiple Twitch Applications (Client-IDs)

Never mind, I just realized what it is, custom Extra Life module, since they retire their IDs every year
from phantombot.
