pf4j-spring just inject the plugin extension into main application's ApplicationContext as a ordinary bean. To make you @RestController works as expect, you have to do a lot more like hacking RequestMappingHandlerMapping.
If you are using Spring Boot, you might take a look at sbp, it is built on top of pf4j to provide better Spring Boot integration, such as register controller in plugin to main application.
