@paragonie-scott when you create a tag for a new release it should trigger a travis build with the tag in $TRAVIS_TAG – so you could probably put some sanity checks in that tag build (like downloading the release .phar and checking the signature matches). If you are used to pushing the tag before doing a release on GitHub then that'll probably complicate things though...

I'm honestly tempted to just discontinue releasing software this way, and tell everyone "composer or bust".

Okay, this should be fixed for v1.6.2 and anyone on an older version should just upgrade to that. I'll look into ways to ensure stale signatures don't get included.
