It's getting a bit out of my league, but it seems to me more like an usage issue with ESLint. If I knew the answer on the top of my head, I would've helped you, but I don't, so I think you are better off asking on the ESLint side, as it doesn't seem something that is caused by Megalinter.

Your question is well formulated and contains enough details to be helped with, except maybe more version information that they might need.

It seems you are using a rule that requires npm packages to be installed before being run

Please can you try to add a pre-command to install packages in your .mega-linter.yml config file ?

PRE_COMMANDS:
  - command: npm install
    cwd: workspace

@nvuillam Thanks for the help, this issue actually solved by removing this

settings: {
    'import/resolver': {
      node: {
        extensions: ['.js', '.jsx', '.ts', '.tsx'],
      },
      typescript: {
        project: ['./tsconfig.json'],
      },
      react: {
        version: 'latest',
      },
    },
  },

Turns out, my project doesn't need resolver
