The temporary workaround should be to install rxjs-compat:

https://www.npmjs.com/package/rxjs-compat
I am running on Angular 6 (with rxjs-compat) now with no problems.

rxjs-compat is a band-aid while you transition to rxjs 6, not a long-term fix. The only change needed for the timepicker is to use import { Subject } from 'rxjs' instead

Getting similar issue for angular 6.0.3

You don't need to do anything special; just "npm install rxjs-compat
--save" to your project and it should just work.
