The gist of the problem is that if the window height is smaller than the height of the table of contents area, it's impossible to scroll all the way to the bottom of the table of contents.
This is a side effect of how we have hidden the scrollbar for the table of contents, and I think the fix is going to be revisiting how that scrollbar is hidden (or if we should hide it altogether, though showing it does leave IE users with a less than pleasurable experience on the site for sure).
