Need to decide if we want to support this feature, or just say that TemplateTags should perform this functionality instead of Components. It would be quite powerful for Components to be rendered in the page, but also potentially cause many issues, and for now it is better to just stick with the simple solution.

Going to stick with the strict separation of TemplateTags able to be included in page content, while Components are rendered sequentially as page content or theme widget areas, and not available in arbitrary content. Closing this issue.
