If I'm not mistaken this is actually how the DB clusterware works.
When it stops the database because the server is shutdown (which is done by shutting down the entire cluster stack) it will do a shutdown abort regardless of the stop option in the clusterware. Only when you directly stop the database using srvctl, it will look at the configured stop option
See MOS Note: ASM and DB instances would shutdown abort after reboot or crsctl stop command in 11.2.0.2 (Doc ID 1274270.1)
Which talks about this behavior and is still applicable I think to the current versions
