No, it looks like it's an issue is with Windows itself, I recommend you run the framework on either Linux or OSX for the time being.

I had the same issue make sure you have osslsigncode installed

This is an issue with Windows, I would recommend building the loaders on Linux or OSX

Closing this due to the nature of this being an issue with windows and osslsigncode. WSL may be the best workaround for this.
