[BUG]: Frontend tests take much longer than 5 mins to run and fail with timeout about oppia HOT 2 OPEN

@ankita240796 Thanks for reporting! It's not clear to me that this is a system setup issue, some thoughts on avenues to investigate:

• Does it always fail on the same test?
• If so, does it fail when the test is run in isolation?
• Does it fail on CI, locally, or both?
• From analysis of the code, are there any other factors that might cause the function in question not to have been called?

• No, I don't think it always fails on the same test, it times out at some point during the run, I will run a couple more times and confirm.
• It does not fail if the test is run in isolation.
• It does not fail on CI, fails locally only when all tests are run together.
• Does not look like it, most of the code in PR #20484 is copied over from #18772 which also did not have any such issue. I can also reproduce it on a clean branch when I run all tests together.
