有一个子模块问题，如果遇到CI报 Error: fatal: No url found for submodule path 'tools/spike-diff/riscv-isa-sim' in .gitmodules
现在只能手动去ci添加一次子模块，过一段时间后会重复出现该错误，并且使用git submodule add 会提示已添加仓库，但是.gitmodules找不到对应的子模块设置。

It seems that action-runner-5 and 6 have some problems. I have tried to reset the NEMU repo in them. Please check if the situation has improved.
