[Feature request] add enabled-metric flag about openstack-exporter HOT 3 OPEN

@wat101 unfortunately the configuration is a standard not defined by us , it's part of the https://docs.openstack.org/os-client-config/latest/ and doesn't support user provided extensions.

Another option would be to have a specific disabled-metrics-config or alike. I'll consider to implement this on the next release.

@niedbalski @wat101 from my reading of the code, there is nothing preventing the individual metrics from being explicitly enabled via a flag, as opposed to the current behavior, where everything is enabled by default and then things can be explicitly disabled. The MetricIsDisabled function only looks at the arguments passed by the user to this tool.

The larger question in my mind is which metrics should be enabled by default, and which should be disabled. I agree that having both --enable and --disable functionality, both for metrics and for entire services, would be useful.
