I think the only way to determine if its acceptable is to get several eyes on it, and for that, you should create the PR so it can be reviewed. From Your above explanation, it seems reasonable to me. DTLS was initially introduced when RFC 4347 defined the protocol, and no such guidance was given regarding the handling of invalid records
from openssl.
