On linux the button will only appear if you are running a more or less recent nightly and you have following compile options enabled:
KICAD_SCRIPTING
KICAD_SCRIPTING_ACTION_MENU
You can check which options are enabled in your build by going to Help->About Kicad->Show version info. Judging by absence of Tools->External tools menu you have at least KICAD_SCRIPTING_ACTION_MENU disabled.
If you are on recent ubuntu/mint/debian testing distro than there is a good reason why those options would be disabled and you are out of luck for now. See #47.
