From what I see, I don't think there is anything in Buildship that ecosystem tools can hook into. Buildship provides the Import wizard.

Matthew commented that a V2 config file (version="2.0") may not have a servers/server element. This can happen if installLiberty is called (which creates the config files). So, the project inspector should not only check that the config file exists, but also that there is a server element. Otherwise, we can't prompt to create the server. This is moot, if the tools will call libertyCreate upon project import. Something to keep in mind if we have to do something extra. (Currently, we check for the existence of the file and make the presumption that the server is there.)
