Support creating the runtime and server post project import about open-liberty-tools HOT 5 CLOSED

Hi @eharris369, I believe I have this working with Gradle. I demoed this last week. There is one issue 'related' after you delete the server and then create it again. But, I believe it also applies to Maven, so I haven't addressed that yet. Keep this open until you try out the action yourself.

(Edit: I recall now, as I was testing it with Maven, the related issue does apply)

Also showed during the demo, in the Runtimes view, the Maven actions appear in the context menu of the Gradle runtime, so there are 'duplicates': One from Maven and one from Gradle. This appears to be a bug in the Maven code (not using nature to check)

Actually, I see the duplicate actions on the Maven runtime too. More investigation needs to be done.

Because the create and refresh actions are 'build type' specific (even though they currently could be commoned up), multiple selection should not be supported if different build type 'nodes' are selected. If multiple selection is desired, then another issue should be opened to support this. (The Refresh action for example could be pulled up to common).
