If the packages you're providing don't have any dependencies unique to the upgraded OS, you could use the same repo for two different debian versions.
If you want to keep them separate, the simplest way would be to just create a separate repo for each OS you want to serve packages for.

Is it possible to perform OS upgrade also using openrepo. For e.g. If I have to upgrade my OS from Mint_21 to Mint_22. Can i do this using openrepo ?
Does openrepo can be used only for package management and not for OS management. Please clarify.
