I am using it in the wild - installing a high handler and a medium and the high gets more CPU. I can check the exact use case tomorrow

add and remove handler could simply add a HIGH handler four times. This provides a higher priority compared to MEDIUM but not as evenly distributed as previously.

It was needed by one client so was added back for their use case which is exactly one high priority handler.
