The minimal notebook and CUDA images are images with the package that are technically required for getting started.
As elyra is not a package for getting start with notebook, we haven't included it in CUDA.
If you feel this is strongly needed, can you share some information on use cases?

I ran into this because I was trying to build a pipeline on a custom PyTorch version and was having issues with our default PyTorch version and ended up using the CUDA image, but had to make the pipeline in a separate notebook. I don't have a prescribed solution in mind. Are there instructions on adding the pipeline to the cuda or minimal images myself as part of the planned custom image improvements?

ack, if it is helpful for the user, we can plan for extending elyra plugin to CUDA image as well.

The plugin packages need to be installed on build time, as it is enabled by Jupyter lab run.
with a pre-running notebook, the package installed would be overridden on the re-run of jupyter lab.
As of now, we don't have instructions including a plugin on cuda or minimal image , without rebuilding it.
