Write syntax soft checks about memote HOT 1 CLOSED

Once the tests pass I will open a pull request and this is good to go.

I must add though that I couldn't implement all the Reaction/Metabolite suffix standards as outlined in the Supplement of [1]. I left out the tags for reversible, irreversible, Dehydrogenase and Synthetase reactions. The latter two because it is hard to do assert that in code and the former two because I don't fully understand the point. From observing the BiGG Database these are the least-consistent tags. I am open to add them in the future though.
