Yes you can do that, you can pass any address. The secure monitor will do a return from exception to that address when switching to normal world.

Do you means once I switch world after init optee_os, the normal world can init the memory and device again? Or the CPU is just look like power on recently for normal world?

To normal world it looks like the CPU has just come out of reset, or at least the CPU should be treated in that way. Since the nsbit has been set, all configuration of banked registers is invisible for normal world which has its own copy of those registers.

Hardware initialization of DDR and other devices (low level SoC initialization) is still valid.
