The score is now in, however the calculation is a bit intransparent.
To calculate the score I put a factor in front of the number of Y's of data availability per dataset. The factor is determined by whether the dataset is available and open and public (factor=3), available and (open or public) (factor=2). Otherwise factor=1. This gives a maximum total score of 210 (=7 properties * maxFactor * number of datasets). The coloring of the total score column is done accordingly.
The displayed score currently does not show or use the factor, because I don't know how. Or if this whole score makes sense. After all this is the basis of this census.

FIXED. Essentially this was already fixed.
Note I've just reverted to a simple count of Y's atm excluding uptodate as this seems simpler. Think we could introduce a rank based purely on total number open but that can be a separate issue.
