The fee should be (1400 + 6N)B where N is the size of the retryable tx's calldata, and B is the L1 basefee at the time of submission. The L1 should verify that the deposit amount is at least as large as this fee. The L2 code should collect the fee and give it to the network address.
Note that this depends on the L1 basefee at the time of submission. This value will already be attached to the delayed message that submits the retryable, so it will be knowable by the L2.

It'd be ideal if we could add the Reaping cost but that's in L2 terms
