Unfortunately not, the underlying C library (librdata) does not provide such an option.

It seems that librdata is reading the encoding from the header of the file, but then it is doing something only if the encoding is UTF-8 (https://github.com/WizardMac/librdata/blob/d1554207a13c30acfcee9ea4e9a8d7a9c41659b3/src/rdata_read.c#L700).

If you would like to follow-up on this please submit a ticket to librdata with the non UTF-8 file as example so that they can fix it. Then I can inherit the fix in pyreadr.
