I think its because google colab switched cuda version from 11.x to 12.2 in the last month or so.
The notebook uses a precompiled version of colmap which only runs with cuda 11.x.
I have not tested it but you could try to install cuda 11.x on colab. It's definetly possible, although you might need to change some environment variables and paths.
