NetComplete is an iterative synthesizer synthesizing BGP first and then OSPF. Hence, the OSPF box has to be called explicitly after BGP.
The relevant requirements (if any) must be given again to the OSPF box. In particular, if the BGP selection process uses IGP weights.

I'm not sure if I did everything correctly (I didn't add any specific ospf requirements), but have an ospf synthesize step in the latest configuration and it still has Empty?Values in the final thing.

I don't have the problem any more. Right now it fails for other reasons, so I'm closing this.
