It is pretty strongly implied, that events with invalid signatures are not valid events, but being more explicit about what component should be doing validation would be good.
In practice, relays will almost certainly be doing signature validation, and "SHOULD". This is pretty cheap, and prevents them from having to store and transmit garbage. Clients MUST do their own validation, because they do not trust relays to not modify events.
I see no point in clients informing users about invalid signatures. Those events should be dropped ASAP.
