Fix is in the repo now, interestingly noted during testing the attachment limit on VSTS is now 30Mb (still 4Mb on-prem but you can alter that)

What do you think the behaviour should be for oversize attachments?

My first thought is it should be logged as skipped and the process continues to the next attachment. No sure if there is a way to increase the max size of attachments

Yup thats the right way, because the file size limitation is set based on the subscription you have i think... so i can not go more then 29M on my business account and on my personal one i think is 4M or so. I good way also would be if those work items that where not migrated properly due to some issue like this one be labeled in VSTS with some label like "vsts-sync-migration-fails" in order to easily track them.

MSDN confirms the max size for VSTS & TFS is 4Mb, but on TFS (on-prem) you can up this.

I will look at putting a trap for this issue
