Set up a code generator to create new refactorings about abracadabra HOT 4 CLOSED

@tjx666 indeed. Both work well enough to make a generator. I wanted to try hygen with Abracadabra and it did the job. Plop.js would have worked too.

If you are dealing with a big monorepo, then maybe hygen is the better choice since it was made for speed & scale it seems: jondot/hygen#1 (comment)

I've set up hygen & created a basic refactoring generator.

What's left to do:

• Create ADR to explain the choice
• Document usage

Nice to have:

• Dynamic prompt instead of CLI parameters
• Ask for ErrorReason details in prompt, so we can create it instead of putting TODOs in generated code

This can be done with yarn new.

Context has been documented in this ADR.

IMO, this will be enough for now. We'll make it evolve if necessary, upon usage.
