Can you try using a list of dictionaries instead of a dictionary? I have a feeling that might be the issue. I don't quite recall why (I was probably working on auto-pilot mode) but looking at the code, the Jinja2 template is expecting a list (https://github.com/nginxinc/ansible-role-nginx-config/blob/main/templates/http/modules.j2#L216-L236), and doesn't have a fallback option to use a dictionary instead (only "shorter"/less complex lists have a built-in fallback since it fundamentally involves duplicating the respective code).

You are right. I'm relatively inexperienced with both NGINX and YAML, so it didn't cross my mind to try with a list. I propose a small change to the template, so such confusion does not occur again.
