It looks like you're building the devel version of xorgxrdp.

Get down the tarball for the v0.9.19 release and try that instead. It has this dependency in it:-

Lines 33 to 36 in d463bad

 if test "x$XRDP_CFLAGS" = "x"; then 

 PKG_CHECK_MODULES([XRDP], [xrdp >= 0.9.16]) 

 XRDP_CFLAGS=`pkg-config xrdp --cflags` 

 fi
