Is the steps to reproduce YAML correct? the 3rd and 4th task have state=absent
I guess all the states before ROLLBACK should be state=present. Only then the issue is reproducible.
I could reproduce the issue. Will update soon
from ansible-collection-netscaleradc.

I'm sorry for this gap. I updated the comment. "deploy" is "present" for all 4 tasks.
"rollback" is "present" for server tasks, but servicesgroup&lbvserver are "absent"
from ansible-collection-netscaleradc.

This is fixed in the above PR.
You can download the unreleased collection via the below command:
ansible-galaxy collection install "git+https://github.com/netscaler/ansible-collection-netscaleradc.git" --forcefrom ansible-collection-netscaleradc.
