For Byte32, You can directly call .as_bytes() or .as_slice(). The result is with 32 bytes length bytes/slice. No need to unpack. So the question 1 can be answered:
let d = load_header(index, source)?.raw().dao();
let accumulated_rate = u64::from_le_bytes(d.as_slice()[8..16].try_into().unwrap());from ckb-std.
