Where is your notebook hosted?
If you can connect to the database locally, there is an issue which results in the notebook not being able to see the database, i.e. if your notebook is running in a container, localhost points to the container not the host.

@thelonelyvulpes First of All, thanks for your reply. I am using google Colab and second option I tried was Runpod. Please advise why I am having this issue

So neither of those run on your local machine but your database is so when you pass localhost to those machines it refers to that machines localhost, not your machine. neo4j/neo4j-python-driver#509 (comment) please see this comment for further details.
