Just asking, cant the workflow build the plugin and then cli use that to work?

It can be done. But we already made a dependency from a plugin into CLI's release package, it doesn't differ a lot from natively supporting in CLI, they're working for the same purpose but making it as plugin just makes things more complex, nothing better. Can't find another plugin like this.
