I've decided to put all of the orphan handling code in environment.go instead of in siacore, because orphan handling should be implementation specific.

Changed my mind on that one. The code for figuring out whether to ask peers for orphans or not has been put in environment.go (which will eventually be moved to siad), but siacore also has support for recognizing and storing orphans.

Siacore will handle orphans if the parent is found, but it will not go searching for the parents or anything.
