the signature of the function to check access in iam-js is:
iam.process(<resource>, <action>, <variables>)
should I rename to canDo?
The verification functionality is implemented by pbac, this story seems to be implemented.

'canDo' would be ok; however pbac uses 'evaluate', so maybe do the same?
this story also requires the following parts:
. exposing as an operation on the Authorization service
. service wiring
. unit and wiring tests
