It's good to raise these issues on the mailing lists (such as [email protected] or [email protected]) because more people see them, but this is ok. :)
It's been my experience with Debian based linux systems (such as Ubuntu) that they need a bit more attention when building/testing. That error looks like the visual basic compiler isn't installed on the machine you are testing on. Even though you may have installed the mono-complete package, the vb.net compiler is not included in that package (you would think the word "complete" would indicate that it has everything, but it doesn't, dunno why). All you need to do is install the mono-vbnc package via synaptic or aptitude and it should be good to go.
FYI - This is in the NAnt/NAntContrib Development Guide. Scroll down to the Linux/BSD Mono installation commands section and you'll see what is needed for development/testing.

Thank you, Ryan. That does sound like the solution for the problem. Though I did skim through the wiki, I assumed I had all the mono packages in my machine (and failed to notice the second in there is a VB specific one). Also I shall remember about the mailing lists next time. I am closing this issue now and shall confirm that it did help maybe in a few hours.
