The BP heuristic is too tight when addressing the dynamic VRPTW problem. E.g., the random strategy requires more many more routes than the BP heuristic computes. This is why we might need the nbVeh
option to avoid infeasibilities in solving the dynamic VRP.
Unless we want to implement some adaptive route number increase/decrease feature in HGS, but that's more complicated...
