Update alert should allow reply/confirmation email bypass about fixmystreet HOT 3 CLOSED

If the alert is to the problem reporter, it really needs some way of doing this, because if e.g. the update marks the report as fixed and the reporter disagrees, they have to be logged in to reopen and they might not/probably won't be, which confuses and annoys.

Would also be good for council accounts too. Saves users having to log on. They can just reply to the email, and maybe add the status in the subject line? (although potentially a janky solution)

I don't think we can do that, because we cannot trust that the emails to councils are not leaked out, including unique tokens etc. I'm wary about email replying for the same reason. Perhaps it could know IP addresses of councils which have an account, and allow automatic login then in some way.
