Allow let and letrec declarations to be used in module bodies. For example, one should be able to write

bool local-odd (x : int) = ... (local-even -(x,1)) ...
bool local-even (x : int) = ... (local-odd -(x,1)) ...
in [even = local-even
odd = local-odd]
